Victims of terrorist acts committed on French territory can take advantage of numerous support provisions, some of which involve the Armed Services Ministry (Ministère des Armées) and its operators

BASIS FOR THE ACTION OF THE ARMED SERVICES MINISTRY

The code for armed services invalidity and war victims pensions (CPMIVG — Code des Pensions Militaires d’invalidité et des Victimes de Guerre) provides for pensions for victims of terrorist acts and their loved ones under the terms and conditions specified for civilian victims of war.
Direct victims of terrorism acts may take advantage of provisions under the armed services invalidity pensions and victims of war code, which applies to civilian victims of war.

ROLE OF THE ARMED SERVICES MINISTRY

The pensions branch (DRH-MD/SPRP — Service des Pensions et des Risques Professionnels du Ministère des Armées) is responsible for examining requests for armed services invalidity pensions (PMI — Pensions Militaires d’Invalidité). To avoid double compensation for the same prejudice, the examination of PMI requests is contingent on obtaining a compensation offer from the FGTI.

The National Armed Services Social Security Fund (CNMSS — Caisse National Militaire de Sécurité Sociale), which acts on behalf of the French State, ensures support for medical, paramedical, surgical, and pharmaceutical services as well as orthopedic devices for disability pensioners.
The National Office for Combatants and Victims of War (ONaCVG — Office National des Combattants et des Victimes de Guerre), which operates under the auspices of the Armed Services Ministry, offers victims of terrorist attacks long-term local support.
Beneficiaries of the office may take advantage of:
  • Personalized attention and emergency financial assistance;
  • Support for "Adoption by the Nation" procedures;
  • Assistance with preparing files for PMI (armed services invalidity pension) requests.

ONACVG CONTACT

The Armed Services Health Service (SSA — Service de Santé des Armées) and the National Institute for the Disabled (INI — Institution Nationale des Invalides) provide both emergency and rehabilitation services.
Victims of terrorist acts can be hospitalized or receive outpatient care at armed services training hospitals (HIA — Hôpitaux d’Instruction des Armées) and be supported by the National Institute for the Disabled (INI — Institution Nationale des Invalides).
