France's national plan to promote equal rights and combat anti-LGBT+ hatred and discrimination

Elisabeth MORENO, Minister Delegate to the Prime Minister for Gender Equality, Diversity and Equal Opportunities, presented on October 14 the "National plan to promote equal rights and combat anti-LGBT+ hatred and discrimination 2020-2023". The plan is built on four axes: Recognising the rights of LGBT+ people ; strengthening their access to rights ; combating anti-LGBT+ hatred & improving their everyday lives.
The "National plan to promote equal rights and combat anti-LGBT+ hatred and discrimination 2020-2023" deals with all topics of everydaylife: family, school, university, work, sport, health, etc.
A special attention is paid to most invisible people such as lesbians, bi, trans, intersex, as well as people living with HIV and LGBT+ seniors.
The "National plan to promote equal rights and combat anti-LGBT+ hatred and discrimination" contains 42 measures, including :

The "National plan to promote equal rights and combat anti-LGBT+ hatred and discrimination" contains 42 measures, including :
- Open medically assisted procreation (MAP) to female same-sex couples and single women, with an acknowledgement of parentage, under the Bioethics Act ;
- Encourage government agencies to make it easier to use preferred titles and first names in non-official documents ;
- Develop a guide for all staff on how to welcome trans students, particularly when it comes to using preferred titles and first names ;
- Combat so-called “conversion” therapies ;
- Modify administrative forms (loyalty cards, bank accounts, insurance, mutual insurance, etc.) to include same-sex families and trans people ;
- Develop in-service training for specialists on how to handle victims of anti-LGBT+ incidents in police stations, gendarmerie brigades and anti-discrimination units in public prosecutor’s offices
The implementation of the national plan involves all government departments but also local authorities, associations and private sector companies. The objective is to boost equality rights for lesbian, gay, bi and trans people.
