Information to travellers returning from or going to areas at risk will be standardised.</li> <li><strong>Working together on a daily basis is essential. Medical and epidemiological information, along with the measures adopted in the face of the epidemic, will be shared in full transparency.</strong> All available verified information will be communicated. The<strong> notions of "abuse of a dominant position" </strong>and <strong>"essential facility" </strong>were debated in particular, in light of the issues raised by the data economy.<br /> <br /> After this meeting, a team of representatives from the main French competent authorities where digital platform regulation is concerned is expected to be set up to continue <strong>working on the guidelines laid down by the European Commission in the context of the Digital Services Act</strong>, announced for the end of 2020.<br /> <br /> Beyond the implications of the economic regulation of platforms with significant market power, this cross-government team will thus be tasked with informing <strong>proposals bearing on platform accountability</strong>, in terms of both: <ul> <li><strong>eliminating hate content</strong>;</li> <li><strong>protecting consumers</strong>, more particularly as regards online marketplaces.</li> </ul> &nbsp;<div class="asset-wrapper asset aid-11411 asset-focus alignement-gauche clearfix asset-full"> <div class="alignement-gauche"> <div class="field field-name-field-texte field-type-text-long field-label-hidden prose"> <div class="field-items "> <div class="field-item even first last">"There's not a moment to lose in beginning work with all of our European partners on building an ambitious and credible framework for regulating large digital platforms, particularly given their lock-in power regarding the data economy. It also outlined the future Digital Services Act, announced for the end of 2020.<br /> <br /> <strong>The French Government welcomes the proposals set out by the European Commission </strong>which particularly chime with the priorities that the President of the Republic has underscored in terms of digital regulation and sovereignty.<br /> <br /> For Bruno Le Maire, "the road map unveiled by the European Commission shows that there is renewed willingness to develop a European vision for continent-wide technological sovereignty. The European Union cannot afford to make do with being a simple market; we need to scale up our efforts to shape a strategic vision in favour of groundbreaking innovation and critical technologies".<br /> <br /> For his part, Cédric O maintains that "we need to give ourselves the wherewithal at European level to address the challenges before us: weigh in on the technology front, particularly through the emergence of corporate leaders, and update our regulatory framework given the clout the tech giants have over our economies and democracies. Through its partnership with Bpifrance, the institute aims to <strong>enter the field of technological entrepreneurship</strong> <strong>with 100 digital startup projects a year in 2023</strong>. Creation of the Inria Startup Studio is central to the initiative, focusing on co-design of entrepreneurial projects backed by public research on digital technology, an initiative anchored in the top research university campuses. The anonymous use of prepaid cards is subject to tighter measures;</li> <li><strong>paves the way for entering into business relationships remotely to facilitate the customer journey</strong>, while guaranteeing a high level of security and compliance with anti-money laundering and terrorist financing measures, in accordance with the procedures determined by decree;</li> <li><strong>increases the effectiveness and relevance of action taken by the supervisory authorities </strong>which play a pivotal role in prevention, as well as the capacity for communication between European authorities;</li> <li><strong>makes the register of beneficial owners of legal persons, trusts and trust funds a key element</strong> in the prevention of money laundering and terrorist financing, by requiring mandatory consultation of it by obligated entities, widening access to it and introducing a mechanism for reporting discrepancies to ensure it is as comprehensive and up-to-date as possible;</li> <li><strong>supplements the information </strong>available in the bank accounts register.</li> </ul> This ordinance and the implementing legislation that is to follow will strengthen France’s legal arsenal against money laundering and the channels of terrorist financing.<br /> <br /> &nbsp; But it also has lost.<br /> <br /> It has won. Capitalism is the leading economic model across the planet. It has brought prosperity. It has lifted millions of people out of poverty.<br /> <br /> Capitalism has won the ideological battle of the 20th century. There was an alternative model: communism. It has disappeared.<br /> <br /> But capitalism could also lose. Capitalism fails to remove imbalances that are unbearable.<br /> <br /> Social imbalances – as the rise of inequalities among nations seems to be unstoppable. Environmental imbalances. Our planet is paying the high price for the success of capitalism. We are depleting natural resources, hurting a biodiversity we cannot replace and condemning our common home to global warming.<br /> <br /> What is worse, capitalism no longer stands for hope. It does not mean progress for the man on the street, for his kids, for his future. Such a capitalism has no future.<br /> Capitalism needs a revolution. We have three options.<br /> <br /> <strong>The first option would be a stalled revolution.</strong> Pretending to change capitalism but letting it remain the same as before. This is a dead end. Capitalism would be doomed. It would keep being violently rejected by a growing number of citizens.<br /> <br /> <strong>The second option would be a political revolution. </strong>Seeing another economic model overthrow capitalism. This is probably what populist parties hope for, but it would end up in violence, poverty and chaos. Our common responsibility is to avoid this.<br /> <br /> <strong>The third option is a Copernican revolution. </strong>We have to understand the flaws of capitalism and to adapt it to the 21st century world.<br /> <br /> This is the right revolution. A Copernican revolution would be based on three pillars. <h2>First, reducing inequalities</h2> As it is today, capitalism fails to stop inequalities from growing. This is an economic aberration and a political danger.<br /> <br /> I see two types of inequalities we have to address first.<br /> <br /> <strong>We must fight excessive wage inequality.</strong><br /> <br /> Wage differences between employees and managers are normal.<br /> <br /> But we can no longer accept that the heads of the largest companies earn 300 to 400 times more than the average salary of their employees. This is outrageous.<br /> <br /> This is also detrimental to our society as a whole. It negates the very value of work. It feeds social division.<br /> <br /> Governments should take the right measures to ensure that people can live decently from their work. Companies also have to play their part by better sharing the value they create and helping their employees to progress in their professional life.<br /> <br /> <strong>We must also fight gender inequalities.</strong><br /> <br /> These inequalities should have disappeared long ago.<br /> <br /> Why are women – in France and in almost all developed countries – still paid 9% less on average than men with similar diploma and equal qualifications?<br /> <br /> Reducing gender inequalities must be a priority. It is a priority in France. In the upcoming months, we will implement practical measures to reduce these inequalities. <h2>The second pillar of this revolution is to protect our planet.</h2> The time when countries could all be running a global race for growth without taking into account the impact of growth on our planet is over. This is precisely what Pope Francis has denounced in the Laudato si encyclical.<br /> <br /> Citizens want to keep their common home safe for the generations to come. They expect technology to provide solutions to fight against global warming.<br /> <br /> Here is what truly has to change within the capitalist model. We have to find the solutions that allow our economies to grow, but to grow on a sustainable path.<br /> <br /> This is the goal of the European Green New Deal proposed by Ursula von Der Leyen. France is fully committed to building this new growth model.<br /> <br /> We already have what it takes to make the change. We know what to do. We just have to act now.<br /> <br /> Finance is a key part. We need massive investments to help people change their habits and to invest in green technologies, such as energy storage or hydrogen energy.<br /> <br /> Having a clear benchmark for green finance allowing people to know whether an investment is green or not is a critical tool. We have developed such a tool at the European level.<br /> <br /> We now need to make it operational as soon as possible.<br /> <br /> We have created a European bank for Climate. We have transformed the European investment bank into a bank dedicated to the fight against climate change.<br /> <br /> As soon as 2025, 50% of its new loans will be dedicated to environmental and climate projects. All in all, it will help raise more than 1000 billion euros to finance green project from now until 2030.<br /> <br /> France has in mind an even more ambitious scenario, where the capital of the bank would be increased so that the volume of loans can reach at least 70 billion euros every year.<br /> <br /> We are losing the battle against global warming. We need to speed up our action. <h2>The third pillar of this Copernican revolution is to restore what capitalism means</h2> People challenge capitalism because they doubt capitalism can solve any of the challenges we face. They don’t see hope anymore in the solutions that capitalism brings by. They only see the absurd consequences of its success: the rise of inequalities and an unstoppable global warming.<br /> <br /> This leads to despair as we see in some countries with a rise in violent death, addiction to opioids and anti-depressors, broken families and eventually a decline in life expectancy like in the US today.<br /> <br /> To restore what capitalism means, companies have to get involved. They cannot only aim for short term profits anymore. They have to set long term goals to their activities: reducing carbon emissions, reducing inequalities or fighting against exclusion. <h2>Finally, how to make this Copernican revolution happen?</h2> By clearly redefining the role of States and companies in the 21st century.<br /> <br /> <strong>States have a key role to play in this Copernican revolution.</strong><br /> <br /> <strong>States must protect.</strong> One example: we won’t win the battle against climate change in Europe if we don’t implement a carbon adjustment mechanism at the borders of Europe.<br /> <br /> <strong>States must regulate. </strong>Another example: Facebook must not create its own currency, Libra. We cannot let companies, which are serving private interests, gather all the attributes of sovereign States. States must regulate when democratic stability and financial stability are threatened.<br /> <br /> Last but not least, <strong>States must prepare for the future. </strong>By funding innovation and creativeness. By financing the sustainable development of developing countries. That is why France is increasing its public development aid to 0.55% of GDP. By financing new technologies to fight global warming.<br /> <br /> <strong>But companies have also a critical role to play</strong>. They have a political role in the 21st century. This is the main change in the new capitalism. Companies of the 21st centuries are not only profit-seekers. They can change society for the better by setting ambitious long term goals.<br /> <br /> Global awareness is rising across the planet. France introduced last year the notion of a sense of purpose that companies should follow. The American Business roundtable endorsed a similar perspective during the summer, as they committed to lead their companies for the benefits of all stakeholders – customers, employees, suppliers – instead of their shareholders only.<br /> <br /> Capitalism has already started its Copernican revolution.<br /> <br /> In a time of great uncertainties where all the pillars of our democratic world are contested, we need politics.<br /> <br /> Politics is about commitment: commitment for ideas and convictions, commitment for others.<br /> <br /> I want to remind how noble and necessary this commitment is. It is often criticized. Politicians are often accused of being corrupted, liars or lazy. This is a deep mistake.<br /> <br /> Our society needs commitment. The mission will be directed from the naval base in Abu Dhabi, where a European tactical staff has been established, so far composed of Belgian, Danish, Dutch and French officers.<br /> <br /> The Dutch frigate De Ruyter sailed from the Netherlands on 28 January 2020 and will join the initiative in mid-February.<br /> <br /> In the current context of heightened tensions, this mission is particularly relevant. European vessels will safeguard the interests of <strong>European countries in the region, enhance maritime security and thus contribute to regional de-escalation</strong>. From the outset, foreign nationals, especially European nationals, were included in the planning of the repatriation operations.<br /> <br /> The first flight on board a military plane belonging to Esterel Squadron (Airbus A340) left Wuhan and returned 180 French nationals to France on January 31.<br /> <br /> A second civilian plane (Airbus A380), which also departed from Wuhan, landed in Istres on February 2 at 2:30 pm with 291 people from 30 countries, including France, on board: <ul> <li>254 passengers: 64 French nationals and eligible persons as well as 190 foreigners, including 135 nationals from the EU (Austria, Belgium, Bulgaria, Croatia, Denmark, Estonia, Finland, Greece, Hungary, Italy, Latvia, the Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia and Sweden) and 55 nationals of third countries (Brazil, Georgia, North Macedonia, Mauritius, Mexico, Peru, the United Kingdom, Rwanda, Serbia, the Seychelles and Switzerland);</li> <li>37 support staff, including 31 French nationals (25 government officials and 6 employees of the aircraft charter company) and 6 consular officials of third countries;</li> </ul> The two planes chartered by the French government also delivered medical equipment to Wuhan, donated by France to China to help address the coronavirus crisis.<br /> <br /> At the request of the countries concerned, most European nationals were transferred to their countries of origin immediately upon arrival in France.<br /> <br /> Very strict health measures have been applied to the entire operation; in particular, a 14-day quarantine is required upon arrival. This measure applies to both citizens and foreigners residing on French soil.<br /> <br /> This operation was conducted by the Ministry for Europe and Foreign Affairs’ Crisis and Support Center (CDCS) in coordination with the Ministry for Solidarity and Health, the Ministry for the Armed Forces, and the Ministry of the Interior. It was also carried out in close coordination with foreign partners, notably European institutions, EU member states and concerned third countries.<br /> <br /> France wishes to underscore the effective cooperation with the Chinese authorities that made the smooth conduct of this operation possible. Minister Jean-Yves Le Drian in fact discussed this subject with his counterpart, Wang Yi.<br /> <br /> The Ministry for Europe and Foreign Affairs remains particularly attentive to the concerns of our compatriots abroad. Since January 23, our embassy in Beijing, our consulate-general in Wuhan and Ministry agencies have mobilized all their efforts in response to the Coronavirus crisis. France’s consulate-general in Wuhan is in constant contact with our compatriots in Hubei and is monitoring their situation. The sector covers a broad spectrum spanning cybersecurity, counter-terrorism, territorial security and protection of infrastructures and networks.<br /> It also relies on R&D stakeholders as well as clusters to further its economic growth. With revenues of €25bn and 151,000 jobs, the sector's economic foundations are sound.</div> </div> </div> </div> </div><br /> <strong>The planned cyber campus</strong> will provide a physical venue for rolling out the sector's projects by federating the cybersecurity ecosystem.<br /> <br /> The<strong> "Security industries" sector strategic committee </strong>agreement has identified <strong>five key projects</strong> whose road maps are set out in detail in the sector agreement. All are grounded in reciprocal commitments between industry and the State: <ul> <li><strong>security of major events and the Paris 2024 Olympics</strong>: developing a comprehensive security provision for major events in the run-up to the 2024 Olympic and Paralympic Games;</li> <li><strong>IOT security and cybersecurity</strong>: harnessing France's tremendous potential in terms of cybersecurity by aligning and rallying the various stakeholders around policies bearing on education, innovation and technological developments;</li> <li><strong>digital identity</strong>: the cornerstone of the digital economy, the project is devising innovative solutions to address the key issues associated with combating fraud, with personal data protection and with digital sovereignty;</li> <li><strong>trusted local areas</strong>: delivering ethical French leadership on smart city security through overarching solutions for local authorities and sites;</li> <li><strong>trusted digital technologies</strong>: shaping competitive trusted industrial solutions to meet the needs of businesses and the State in terms of digital technology.</li> </ul> The Government and the Regions alike have underscored their support and involvement alongside security industries in tackling the sector's challenges. Likewise, British citizens resident in France will enjoy the same rights as they do today. The United Kingdom's withdrawal will have certain consequences, however: for example, British citizens resident in France will no longer be able to vote or stand as candidates in municipal elections.<br /> <br /> <strong>The first day of February will mark the beginning of a transition period during which Union law will continue to apply to the United Kingdom. However, the latter, having become a third State as from that date, will no longer be able to participate in the Union’s decision-making process.</strong> This transition period, which provides security for businesses and citizens, is expected to end on 31 December 2020.<br /> <br /> The next eleven months will be usefully spent progressing as far as possible in the negotiation of a <strong>new relationship between the EU and the United Kingdom</strong>. The Government wishes this to be ambitious, but also <strong>balanced and based on reciprocity</strong>. Negotiations will be comprehensive, and not just limited to trade and fishing. They will also address national security, foreign and security policy and mobility.<br /> <br /> This new partnership must adhere to key principles which are vital to the protection of the European project and the interests of the EU. These will include respecting: <ul> <li>its autonomy in decision-making,</li> <li>the integrity of the single market,</li> <li>the balancing of rights and obligations.</li> </ul> During these negotiations, France will require the<strong> utmost vigilance regarding a number of issues</strong>, in order to protect its citizens, its farmers, its fishermen and its businesses.<br /> <br /> <strong>Concerning trade, the Government will ensure that a level playing field is maintained between the United Kingdom and the EU. </strong>Trade links will depend upon regulatory convergence. The regulatory alignment of the United Kingdom on European standards must be sufficient to guarantee “zero dumping” in order to achieve the objective of “zero tariffs, zero quotas”. Robust dialogue and control mechanisms will be put in place to ensure that commitments are met over time.<br /> <br /> The fisheries sector will receive the Government’s full attention. France’s position is firm and consistent: the Government wishes to preserve the best access to British waters for French fishermen and equally to maintain a position of fair competition with the United Kingdom within this sector.<br /> <br /> The sense of urgency must not lead to haste, to compromises which would harm our interests. <strong>Substance must always take precedence over the calendar. The unity of the twenty-seven States must take precedence over individual interests.</strong><br /> <br /> There is a possibility that these negotiations may not be concluded by 31 December 2020 and that the British will not ask for an extension to the transition period. France is therefore continuing to prepare for such a no-deal scenario.<br /> <br /> As far as France is concerned, the United Kingdom will remain a key partner with whom it intends to maintain deep ties at a bilateral level, in particular within the field of security and defence. It sets the course for all the energy sectors that will complement each other in constituting the French energy mix in the years to come, so enabling development of a comprehensive and consistent vision of the role of energies and how they should best evolve in French society. The next ten years will put France on the road to making the necessity of carbon neutrality feasible.</div> </div> </div> </div> </div><br /> <br /> During 2019, Parliament and the Government adopted new guidelines and took further structuring measures regarding questions connected with energy and climate, including <strong>adoption of the Energy-Climate Act</strong> in September 2019, which enshrines ecological and climatic urgency in law, <strong>adoption of the Framework Mobility Act</strong> in November 2019, and the agreement reached by the Joint Committee on the <strong>Anti-Waste Act</strong> on 8 January 2020: these decisions have been integrated into the draft SNBC and PPE. A number of goals have been reinforced in compliance with the law, and new measures and decisions have been included.<br /> <br /> The draft SNBC and PPE have been the subjects of an intensive consultation process, including <strong>a public debate organised by the National Commission for Public Debate (CNPD)</strong>, collection of formal opinions from six different institutions [1],<strong> consultation with neighbouring countries and the European Commission</strong>, and organisation of <strong>a “post-debate” dialogue with the public under the aegis of the CNDP</strong>. Île-de-France, Centre-Val de Loire, Normandie and Hauts-de-France have attracted the most investment in the local economic and industrial fabric, and this has been a key factor in their respective thriving labour catchment areas.<br /> <br /> This momentum has been going strong for two and a half years: <a href="http://www.plateforme-attractivite.com/en/" target="_blank" title="Link to the dedicated website (new window) ">a census conducted by Business France</a>, with input from regional economic departments and prefectures, identified the investments (international and French) planned or made in local areas since 2018, bringing new jobs with them. <h2>Initiatives to facilitate and encourage foreign investment in France</h2> <ul> <li><strong>Provision of so-called "turnkey" industrial sites</strong>. These are sites extending over 50 hectares, ready to accommodate industrial activities and for which the public authorities have already anticipated the environmental or urban planning administrative procedures: investors can therefore access them immediately or within a very short space of time.</li> <li><strong>Greater clarity and accessibility as regards corporate law</strong> <strong>in a bid to encourage the location of decision-making centres and registered offices.</strong></li> </ul> <h2>Steps to raise the profile and appeal of La French Tech</h2> <ul> <li><strong>Launch of the French Tech 120 programme</strong>, to support the rise of tech leaders nationwide.</li> <li><strong>Extension of the French Tech Visa to foreign startups based in France</strong> (for the record, one in two startups say they struggle to recruit. There are currently 80,000 job vacancies across the tech spectrum). A decree is expected to be enacted by the end of January along these lines.</li> <li><strong>The share warrants for business founders (BSPCE) scheme has been extended to foreign businesses</strong>. BSPCEs are primarily for employees and managers of startups.
