40th anniversary of the Veil Law

Voluntary termination of pregnancy, a fundamental right to be celebrated and reaffirmed

Embodying both liberation and emancipation for women, the Veil Law legalising the voluntary termination of pregnancy marked an absolutely fundamental milestone. One statement in particular by Simone Veil bears repeating: "The great debates that once divided the French people are seen, with the benefit of hindsight, as a necessary step toward the shaping of a new social consensus which is part of our country's tradition of tolerance and moderation."

Since 2012, the Government has taken a number of measures to protect and reinforce women's right of control over their bodies:
  1. Providing full reimbursement of voluntary termination of pregnancy by the Social Security system and reasserting the importance of the act among health professionals and establishments.
  2. Launching an information website www.ivg.gouv.fr to counter misleading information opposed to the voluntary termination of pregnancy published on the Internet.
  3. Strengthening the link between the State and Family Planning through a multi-annual financing agreement concluded in 2013.
  4. Clarifying the scope of the offence to obstruct the voluntary termination of pregnancy through the Act of 4 August 2014 for real equality between women and men. The extension of the offence to obstruct will make it possible to impose sanctions on those attempting to obstruct access to information on the voluntary termination of pregnancy and any attempt to blockade abortion centres.
  5. Finally, the Act of 4 August 2014 removed the notion of "distress" in the framework of a request for the voluntary termination of pregnancy.
In mid-January 2015, on the 40th anniversary of the enactment of the Veil Law, Marisol Touraine will present a national programme of actions to further improve access to the voluntary termination of pregnancy across the entire country.
